我要陽光!不要陰乾!

06年 政府說要檢討公共廣播服務...

07年 黃應士先生的七人小組提交了報告,之後政府聲稱會年內進行公眾諮詢...

08年 特首曾蔭權在立法會說無人要急於檢討...

09年 已經過了一半,政府到今日仍沒有具體的諮詢時間表和計劃...

整件事前後經歷三年半,足足四十二個月。

政府曾經承諾提升公共廣播服務,但是有關公眾諮詢一拖再拖,違背當初對香港市民的承諾,政府欠市民一個交代!

香港電台被迫長期處於前途不明朗的狀態,政府又以「部門正被檢討中」為由,窒礙我們應有的正常發展,這種做法對今日唯一一直提供公共廣播服務的香港電台不公平!

對政府議而不決,不恪守承諾,一方面指諮詢無期,一方面又說我們是「正被檢討中 」而不讓我們正常發展,我們不滿!

我們要求:

  1. 立即推出公共廣播服務公眾諮詢,不能一拖再拖!
  2. 立即撤消香港電台「正被檢討中」的狀況,解凍一切窒礙正常發展的措施,當中包括:恢復招聘公務員,以及內部晉升正常化。
  3. 立即解決非公務員合約員工的待遇問題,例如:全部轉職為公務員。
  4. 立即將十一名六年前以「3+3公積金合約制」招聘的公務員員工轉為長久公務員制。
  5. 落實興建綜合廣播大樓,以配合長遠的數碼廣播發展。

香港電台員工一直以專業精神做好本份,面對不明朗因素我們亦一直給予最大的耐性。

陰乾了港台,只會令香港的言論空間受損!

We Want Air! Do Not Dry us up!

2006 The government said it wanted to review public service broadcasting.

2007 A 7-member panel, led by Raymond Wong, submitted its report. The government subsequently said it would consult the public within that year.

2008 The Chief Executive, Donald Tsang, told the Legislative Council, no one was rushing for the review.

2009 We are now in the second half of the year. The government still does not have a concrete timetable or a plan on this.

The issue has already been dragged on for 3 and a half year… a total of 42 months.

The government has pledged to raise the standard of public service broadcasting. But it has repeatedly delayed the public consultation process, failing to deliver its promise. The people of Hong Kong deserve an answer!

RTHK is forced into an uncertain prospect. It cannot develop in the way it should because “it is currently under a government review”. This is unfair to the station which is the territory’s only public broadcaster at the moment.

We are UNHAPPY about the government’s indecisiveness and the deadlock the station is now into.
We demand that:

  1. An immediate introduction of the public service broadcasting review. No more delays!
  2. An immediate relaxation over RTHK’s “under government review” status, lifting all obstacles which block the normal development of RTHK. This includes the resumption of hiring civil servants and internal promotions.
  3. To resolve the hiring condition of non-civil servant contract staff immediately. For example, to switch all non-civil servant contract staff over to civil servants.
  4. To switch the 11 staff members, who were hired six years ago under the “3+3 MPF contract” mechanism, over to permanent civil servants.
  5. The construction of a new complex to facilitate the long-term development of digital broadcasting.

RTHK staff members have, as always, acted professional in our jobs. We have exercised our greatest patience in face of the uncertainty.

Drying up RTHK undermine the freedom of speech in HK. We Want Air! Do Not Dry us up!
