The SaveRTHK Campaign invited all candidates of the upcoming Legislative Council elections to co-sign a joint-statement, and secured 95% of the respondents to agree with the statement, which demands that the government set in motion the delinking of Radio and Television Hong Kong (RTHK) from the government structure and transform RTHK into a statutory public service broadcaster.
The Campaign sent out letters to all candidates during the period of 13th – 27th of August, inviting them to co-sign the joint-statement (see enclosed). As a result, 82, or 41% of the, candidates responded. Of those who responded, 78, or 95% of the, respondents agreed and signed on the joint-statement.
For the residual, the Democratic Alliance for the Betterment and Progress of Hong Kong stated that they would not express their stance on this matter. The Hong Kong Federation of Trade Unions, Hong Kong Confederation of Trade Unions, Party for Civic Rights & Livelihood (HK), Blue Intelligent Union, most of the candidates from Liberal Party and many independent candidates in the Functional Constituencies did not respond to the invitation.
The Campaign expressed its disappointment on those candidates who did not respond, because the issue about the future of RTHK has been debated upon for quite a long time. Candidates should have understood the issue well and should have made up their mind on the issue.
All candidates from the Democratic Party, the Civic Party, The Frontier, Neighbourhood and Worker’s Service Centre, Hong Kong Association for Democracy and People’s Livelihood, Southern Democratic Alliance and Civic Act-up responded and agreed to co-sign the joint statement. Some of the candidates from League of Social Democrats, and some independent candidates also responded and agreed to co-sign. No respondents opposed the joint-statement, although four respondents did not express an explicit stand on the statement.
The full text of the joint statement and the responses from the candidates have been posted on the website of the SaveRTHK Campaign (www.SaveRTHK.org) for the public’s perusal. (Please click here to download the spreadsheet for the results. Please note that the spreadsheet workbook has three sheets.)
The SaveRTHK Campaign would like to call upon all the candidates who co-signed the joint statement to keep their promises. If they are elected they must urge the government to transform RTHK, as soon as possible, to a statutory public service broadcaster. Even if they are outside the Legco they should still, together with the general public, monitor the government on this matter. They should remain vigilant of the government’s stalling tactics that have been damaging the morale of RTHK and undermining the public service broadcasting in Hong Kong.

Save RTHK!
A joint statement by some candidates of the
2008 Legislative Council Election
August 2008
We are candidates of the upcoming Legislative Council Election. Although we have different political affiliations and are running for seats in different geographical or functional constituencies, we share the following common beliefs concerning freedom of speech and public service broadcasting in Hong Kong:
We:
- oppose the recommendations, put out in the March 2007 Report on Review of Public Service Broadcasting in Hong Kong without a thorough discussion, that effectively will kill Radio Television Hong Kong (RTHK);
- demand the government set in motion the de-linking of RTHK from the government structure and transform RTHK into a statutory public service broadcaster.
I, __________________ (please print name), hereby
- agree to co-sign this statement
- disagree to co-sign this statement
- have other opinions (for the Campaign’s internal reference only)________
